1994:
- The Minister of Transport issued Decision No. 347/QD-BGTVT dated March 16, 1994 establishing the Railway Bridge Project Management Unit - a unit under the Vietnam Railways Corporation - to act on behalf of the project owner in implementing the rehabilitation, renovation and upgrading projects for railway bridges on the Hanoi – Ho Chi Minh City railway line.

2008:
- The Director of the Vietnam Railway Administration issued Decision No. 28/QD-CDSVN dated March 27, 2008 establishing PMUR under the Vietnam Railway Administration, with the function of managing the investment implementation phase of projects for which the Vietnam Railway Administration acts as the project owner.

- The Director General of the Directorate for Roads of Vietnam issued Decision No. 1407/QD-CDBVN dated July 15, 2008 establishing Project Management Unit No. 6 (PMU6) based on the merger of Project Management Unit No. 5 and the East Sea Project Management Unit. Subsequently, PMU 6 was transferred to the direct supervision of the Ministry of Transport pursuant to Decision No. 812/QD-BGTVT dated March 30, 2010 issued by the Minister of Transport.

During this stage, PMUR was reorganized under the following decisions issued by the Minister of Transport:

• Decision No. 3247/QD-BGTVT dated 26 August 2014: PMUR was transferred in its entirety from the Vietnam Railway Administration to operate directly under the Ministry of Transport.

• Decision No. 4139/QD-BGTVT dated 31 October 2014: PMUR under the Vietnam Railways Corporation was merged into PMUR under the Ministry of Transport.

During this period, PMUR performed the functions of the project owner for railway and highway infrastructure projects nationwide. PMUR successfully completed and the Cat Linh - Ha Dong Urban Railway Project and put it into operations; implemented Hanoi - Ho Chi Minh city railway upgradation and renovation projects and was entrusted by the Ministry of Transport with the preparation of several major investment projects (Lao Cai–Hanoi–Hai Phong railway project, North–South high-speed railway project, etc). PMUR has strived to successfully fulfill the tasks assigned by the Government and the Ministry of Transport.

In line with the Party's and the Government's strategic direction to accelerate the development of the railway sector and to meet the growing demands of managing large-scale and complex transport infrastructure projects, PMUR was reorganized under Decision No. 1415/QD-BXD dated 25 August 2025 issued by the Minister of Construction. Based on this decision, PMU 6 was merged into PMUR to leverage resources (personnel, facilities, and equipment) and extensive project management experience, thereby strengthening institutional capacity and streamlining the organizational structure to meet new requirements.

PMUR’s current key tasks include preparing for investment in several major railway projects (such as Hanoi - Dong Dang railway line, Hai Phong - Ha Long - Mong Cai railway line and etc) and acting as the project owner for the Lao Cai - Ha Noi - Hai Phong railway line and completing a number of ongoing strategic infrastructure projects, including the Hanoi - Ho Chi Minh city railway line upgrading project, the North - South expressway construction project (Nghi Son - Dien Chau, Vung Ang - Bung, and Bung - Van Ninh sections), and Component Project 2 of the Khanh Hoa - Buon Ma Thuot expressway construction project, and etc.
